has gloss	eng: The Constitutio Romana, in nine articles, was drawn up in 824 when Pope Eugene II needed the help of Lothair, son of the Holy Roman Emperor Louis the Pious to establish his papacy in the face of a challenge to his election by Zinzinnus who was the choice of the common people of Rome. Lothair took this opportunity to establish an agreement which reinforced the authority of the Frankish emperors in Rome.

has gloss	ita: La Constitutio romana, nota anche come Constitutio Lotharii, è uno statuto, emanato il giorno 11 novembre dell824 da Lotario I, sovrano del Regnum Italiae e coimperatore per volontà di suo padre Ludovico il Pio, mediante il quale venivano regolate le relazioni fra l Impero carolingio, il papato, e i sudditi di Roma e degli altri territori appartenenti al nascente Stato Pontificio. La Constitutio romana fu ratificata da Papa Eugenio II nell'anno 826, in occasione di un sinodo lateranense.
