It is a non-ministerial government department and an executive agency, reporting through a Minister of State to the Secretary of State for Business, Enterprise and Regulatory Reform. ECGD derives its powers from the 1991 Export and Investment Guarantees Act and undertakes its activities in accordance with a specific consent from HM Treasury however, the ECGD was established far earlier than this during the post-war drive to promote UK exports in an effort to reduce the Balance of Payments deficit which also led to the, then, Board of Trade setting up an Export Services Branch offer Uk firms with marketing and agency advice. ECGD was seen as an essential component of this export drive by providing government guaranteed credit at government subsidised interest rates at no risk to lenders. |
