has glosseng: The Franks Report of 1957 was formed by a committee of inquiry chaired by Sir Oliver Franks in respect of growing concern as to range and diversity of the tribunals and uncertainty to the procedures they followed and worry with lack of cohesion and supervision. The catalyst for this was the Crichel Down Affair. However, this was a result of a high-handed decision by the government, but Franks committee was told to limit their discussion to formal statutory procedure and not go into decisions of the courts or one-off decisions.
