has glosseng: Simon Thomas Stocker was an American citizen, native of Georgia, who in 1942 arrived in the capital of the Dominican Republic, then Ciudad Trujillo, largely to help increase U.S. efforts regarding the surveillance of Nazi U-boats in the Caribbean area, and help deter Generalissimo Rafael Leónidas Trujillo against a potential collaboration with German submarines, namely through fuel supply.
